The only condition he needed in order to add the interface was that he could only examine it once a week. That time restriction alone was a sufficient condition to create the interface.
Even though it was still only in its early stages, Conrad believed that this new ability would grant him a significant advantage and a great deal of power.

While the happiness and recovery effects were generally permanent, the increase in strength was not very lasting. For it to become permanent, far heavier Nen conditions would have been required.
The next morning, the first thing Conrad did was go to an internet café. The reason he chose an internet café was because he wanted to use the Hunter Website to gather more information about the Quarmir Family.
In truth, he could have used the computer in his hotel room as well. However, even though he trusted his own strength, he did not want his room to be traced or his identity exposed after the Quarmir Family was destroyed, if it could be avoided. Hisoka's eyes widened as though someone had physically forced them open, and the grin on his face vanished, replaced by cold shock.
"This... is interesting," Hisoka said as he stood up from the chair and lightly smiled while looking at Conrad.
"If you couldn't back up those words, things would have been different. But the power you possess... gives reason to your confidence."
