Chapter 2: Joining the Small Council
It started simple, secretly listening in, and then Arthur began bringing up possible solutions on simple matters. His ideas coherent and overwhelmingly successful, thus he was allowed to sit in on the meetings, formally called a cup barer, but none treated him as such as he swiftly took charge in solving minor issues and even a few mid level issues. Shortly after Arthur began looking into finances with the help of Jon Arryn.
Within weeks Arthur and Jon found hundreds of thousands of gold dragons missing, seemingly funneled away somewhere, and yet somehow the Master of Coin hadn't noticed... in reality they both knew it. Petyr Baelish was stealing from the crown and it wasn't a little here or there. They approached King Robert, calling an emergency council meeting, and there they confronted Littlefinger.
In all honesty the proceedings were quite chaotic after Littlefinger started trying to turn Robert against Arthur, yet he miscalculated Arthur's true abilities, when he used word tricks to catch Petyr off guard, and that only led to him digging a deeper hole. By the time he realized what was happening both he and even Varys were shaking in fear, he was arrested there and taken to the dungeons, and charged with treason to be judged before the public later in the week.
As Petyr was dragged out crying on his knees when he realized he had no chance to escape unless Varys helped him, but honestly could he really hedge a bet on that? As Petyr attempted to bribe Varys, but Vary was already scared straight by Arthur.
A few hours after Petyr was arrested, Varys received a message to meet Arthur, later that same night he found himself walking into the Godswood to find Arthur waiting patiently while reading, as he approached within a few meters Arthur put down his book, standing up to walk closer to Varys before speaking at length.
"So, Blackfyre, let's discuss interests." His words ending in a sneer, before continuing, "Before you ask yes, I know of your lineage, I also know about your imposter Aegon, and if I'm not mistaken, you're still helping the Begger King in Essos." Varys tried to intervene but ultimately found himself stifled. "Eh, eh, eh, I'm certain you can already realize I'm your best bet for a good king, but I need a few things from you. Starting with that beggar's sister, if there's anything I know for certain, it's that my line needs a greater claim to the throne, and while we may have won the war and have Targaryen blood it isn't enough."
When Arthur takes a minute to finally hear Varys' thoughts, just to notice the broken shock on his face, still trying to figure out how such a young boy could know such things, but ultimately resolving to see where this new path leads. "Carry on, what all do you need exactly?" Varys asks making a choice.
"Within 5 years I need Daenerys Targaryen delivered here, leave Viserys behind in Essos but should he get to crazy end him, I'll also need the 3 Dragon Eggs in Illyrio's hands, and the 3 in the Hightower's hands. The 3 at the Iron bank can come later, same as the one at Castle Black, and there's 1 more thing I need. Her name is Missandei, she's a slave of Kraznys mo Nakloz, don't worry I plan to free her, and with luck she'll make a good friend for my future wife." Arthur said as he keeps a few things closer to the vest, while the news of most of the dragon eggs can only be used to their maximum value by him.
In only a few seconds Varys responded and left, "Odd, but it'll be done, we can start with the eggs in Old Town and your slave girl."
Remembering the 11th egg Arthur walked out to the beach behind the castle, dipping his hand into the ocean, he activates his Beast Monarch power, and faster than he thought he actually managed to find a few Krakens hidden deep under the ocean. He gave a command to find more Krakens, so he can take control over more, then to hunt down Euron, but don't attack. Wait until he finds the 11th Dragon Egg, as he'll toss it into the water as a sacrifice for the Drowned God, and take the egg and to bring it back to Arthur.
A week later on the same day Littlefinger was judged in public, he was executed before the people, and then King Robert offered the position of Master of Coin to Arthur.
After this Arthur started by creating new businesses, building new structures, and he even got to start on his most important project. Sewer systems, because gods does Kings Landing stink. He started by blocking off streets from public viewing, using his powers in secret, and even using items from modpacks he gained through his titles of "Crown Prince", "Master of Coin", "Manager of State", and surprisingly due to his mental knowledge of industry he gained a few more.
Primarily using a modpack called "City Administrator", he managed to spread running water through the city to public fountains, adding a rudimentary sewer system beneath the main roads, connected to an infinite water source to force the flow towards the bay, and followed up by repaving main roads in a special Diorite-Quicklime pavement for sturdy self-healing roads.
Using the same modpack, he used a city-plan book mixed with a few Builders, a special villager egg type that specifically spawns a unit called the Builder, and began building new community buildings and parks as well as factories. Builders were seen as the best way for Arthur to hide his creative powers, using the city-plan book to choose preset or custom buildings, that the Builders then build, though they require the materials, and thus Arthur built and filled a small warehouse with shulker boxes of the required materials.
He even used this time to create his own industrial center by the docks, then realizing a miscalculation with the Builder Egg, each egg can only spawn 64 of its unit type, but he swiftly caught on when he found the Mob Spawner. Thankfully the units were still loyal, he still designed it with the help of Redstone to keep the spawned numbers down, and even had them begin building a Builder's Guild where they would work out of. They even built a basement system to create a bunker warehouse, it was during this project Arthur found the tunnels of Wildfire the Alchemist Guild had created for the Mad King, and he swiftly disposed of it all.
Within weeks Kings Landing had seen vast improvements, though most of Arthur's industries had yet to open, and even further would hardly hire any citizens. The new parks and roads were bustling with joyous commoners.

It had been just a few weeks and the stench was gone, hygiene was up, and the people were becoming happier. Then the first appartment buildings appeared, 4 story tall structures with an additional 3 floors below, each apartment able to house a family of 5 with ease, and the buildings were tightly packed together.
Within days they were all finished, 40 new buildings housing 28 families each, and most shockingly the design of the buildings were a mix of modern earth and Valyrian. The architecture impressed many in the city, it wasn't just the apartments though, as the docks and even a few shop fronts nearby got rebuilt too, and they weren't small alterations.
The docks turned from a run-down white stone and cracked wood dock, into a dark stone with that same Diorite-Quicklime pathing, the space for ships in each dock was taken into account to include the future ships Arthur plans to create. Even drydocks to service the ships later,
Next was the appearance of public restrooms and bath-houses, then saunas, and Arther even had the old Dragon pits and the subsequent cave system redone.
The idiotic dragon arena was torn down and replaced with stone nests, capable of holding massive beasts, using deepslate which turned out to be the same material Valyria used for their construction, towers were erected around the pits, tunnaling down the cave system, and it was dug even deeper to allow larger dragons than even Balerion to live inside.
Then came the start of the renovations to the Castle, it was a major overhaul as Arthur disliked the original castle, and wanted to make a truly magnificent structure. He even had the idea to add a landing pad like structure over the ocean, allowing dragons to land and take off on, as a backdrop to the throne, and speaking of which he had it polished up. Fixing the problem of people cutting themselves on the throne, he then had a few Artists paint a grand mural along the beams and ceiling of the throne room, and he even had the hidden passages serviced even expanding a few.
