Chapter 45 - Taking Control of ANBU

Tsunade took a deep breath. Her clear, powerful voice rang out across the conference hall like a declaration before battle:

"By the trust you have placed in me, I—Tsunade—hereby assume the position of Fifth Hokage!"

There were no excessive pleasantries.

No hollow humility.

She went straight to the point.

"Konoha stands on the edge of a cliff! External suspicion cuts like blades, while internal trust has collapsed! None of this appeared out of thin air!"

"And this is not the fault of the Heavenly Screen," she said coldly. "We must admit it—the cause lies in Konoha's own darkness."

Hiruzen Sarutobi's expression changed instantly.

Those words were a direct repudiation of what he had said—an unmistakable slap across his face.

Yet to everyone else in the room, the trust in their eyes only deepened.

Tsunade's voice rose sharply, filled with unwavering resolve and righteous authority:

"Here and now, in the name of the Fifth Hokage, I declare—"

"From today onward, Konoha will enter a new era!"

"All darkness of the past—regardless of who is involved, regardless of rank or status—will be thoroughly investigated and held to account!"

"There will be no leniency!"

"To all victims, Konoha will do everything in its power to provide proper compensation and an explanation!"

"No matter who it is."

"No matter what it is."

The declaration hit like a boulder crashing into still water.

"No matter who."

"No matter what."

Those eight words struck everyone's heart like a war hammer.

They were not only meant for the jōnin below.

They were meant for Hiruzen Sarutobi standing beside her.

For the advisers and high-ranking figures who were not present—but still held power.

And even—

For Danzō Shimura, lurking in the shadows.

Accountability.

Compensation.

This meant that the Uchiha Clan Massacre, and countless other buried crimes, could be dragged back into the light and judged under open skies.

The hall erupted into an uproar, followed immediately by intense discussion filled with excitement and renewed hope.

Many jōnin who had long harbored resentment toward the rot and secrecy of the upper ranks felt their eyes ignite with light once more.

At the end of the day, the vast majority of those present truly loved the village.

Standing off to the side, Hiruzen listened to what sounded like a final verdict.

He understood—Tsunade was not asking for opinions.

She was issuing notice.

From the moment she stepped into that position, Konoha had already changed.

"Lady Tsunade!"

"Fifth Hokage-sama!"

Wave after wave of voices rose from below—not mere formal titles, but genuine recognition and loyalty.

At a time when Konoha was battered by storms, Tsunade's strength and resolve acted like a powerful tonic, steadying countless hearts.

Watching Tsunade stand in the center, bathed in the trust of the crowd, Jiraiya couldn't help but smile with quiet pride.

This was the leader Konoha needed—someone who dared face the darkness and lead the village toward the light.

He stepped forward, positioning himself just behind and to Tsunade's side.

The gesture was subtle, but its meaning was unmistakable—

He would be the Fifth Hokage's firmest supporter and strongest shield.

Jiraiya's smile faded. His gaze sharpened, steady and cold. His booming voice crushed the noise in the hall and echoed clearly throughout the room:

"I, Jiraiya, hereby make this declaration!"

"I will support Fifth Hokage Tsunade without reservation in her reforms and in Konoha's rebirth!"

"Any darkness that obstructs reform—no matter the identity, no matter where it hides—will be struck down without mercy!"

"And I welcome every member of Konoha to hold us accountable!"

"Konoha belongs to everyone!"

Those words fell like the final gavel.

If Tsunade's declaration had sounded the horn of reform, then Jiraiya's public stance was the act of reinforcing the ship—fitting it with the strongest engine and the thickest armor before sailing straight into the storm.

One was the newly appointed Fifth Hokage, her resolve absolute.

The other was a Legendary Sannin of peak strength and unmatched prestige, openly declaring that he would use any means necessary to support reform.

Together, they represented an overwhelming internal force—one capable of crushing any opposition.

An era belonging to Tsunade and Jiraiya, accompanied by the reckoning of past darkness, had officially begun.

Power transitions were never completed with a single announcement.

Tsunade understood this better than anyone.

She didn't allow herself even a moment to adjust.

That very afternoon, deep within the Hokage Tower, inside a soundproofed secure chamber, she summoned all active ANBU operatives.

Dozens of ANBU knelt on one knee like silent statues, awaiting the new Hokage's first directive.

The air itself felt heavy.

Tsunade stood before them. Though she had not yet donned the Hokage robes, the authority and resolve of the Fifth Hokage pressed down harder than any ceremonial attire ever could.

Her gaze swept over every mask like a surgeon's scalpel.

Then she issued her first iron law:

"From this moment on, burn this into your minds—"

"ANBU is a direct force of the Hokage, and answers only to the sitting Hokage."

She paused deliberately, letting every word strike home.

"You will neither accept—nor are you permitted to accept—orders from anyone else."

"That includes—former Hokage…"

"And any other authority within Konoha."

The reaction was instant.

Though hidden behind masks, the subtle stiffening of bodies and the barely controlled shifts in breathing revealed the storm raging inside every ANBU operative.

For years, while ANBU was nominally直属 to the Hokage, long-standing influence from the Third Hokage and the advisory council had fractured true command authority.

Many ANBU members did not truly answer to the Hokage—but to other figures lurking in the shadows.

Tsunade's move was meant to sever every one of those black hands, and bring Konoha's sharpest blade firmly under her control.

Ignoring the silent shock before her, Tsunade's voice turned colder still—unyielding and absolute.

"I will give you three days."

"Anyone unwilling to accept this order may submit a request to withdraw from ANBU within that time."

"After three days, once I formally assume the position, I guarantee—by the authority of the Fifth Hokage—that you may leave normally, without pursuit."

Then her tone sharpened like winter steel.

"But—!"

"Those who choose to remain will be deemed to have accepted this order."

"And anyone who violates it thereafter—regardless of reason, regardless of background—"

"Will be treated as—"

"A traitor to the village."
