After delivering this earth-shaking order, Tsunade turned and left the sealed chamber without hesitation, leaving behind shock, struggle, and irreversible choices for the silent ANBU kneeling in her wake.
Tsunade stood by the window of the Hokage's office, overlooking Konoha as night slowly descended.
In three days, she would formally assume the Hokage's mantle.
Her gaze was calm and razor-sharp—there was none of the confusion or exhilaration that came with newly grasped power. Only a near-cruel clarity.
Her thinking was simple.
If she wanted reform, she needed absolute force that obeyed her alone.

If even ANBU, which was nominally直属 to the Hokage, could be freely mobilized by former Hokage or village elders, then what exactly was the Fifth Hokage?

"Ridiculous," Tsunade scoffed inwardly.
She knew Konoha's rot all too well.
A Hokage whose orders never left the tower—or were obeyed in name only once they did—was no Hokage at all.

Three days later, Konoha's central plaza was packed to the brim.
There were no elaborate rituals.
No drawn-out speeches.
When the appointed time arrived and Tsunade appeared on the Hokage Tower balcony, the entire plaza erupted.
She did not wear the traditional Hokage robes—only her familiar tea-green coat, with the Hokage's hat resting atop her head.
Yet as she stood there, golden ponytail swaying in the wind, posture straight and unyielding, everyone felt it—
This was a new kind of power.
Something utterly different from the rot of the past.
"Konoha's people!"
Tsunade's clear, penetrating voice swept across the plaza, instantly silencing the roar of the crowd.
"I am—Tsunade!"
"From this day forward, inheriting the Will of Fire, I take up the mantle of—Fifth Hokage of Konohagakure!"
No polite deflections.
No indulgent nostalgia for her predecessor.
Only a clean, forceful declaration.
"WOOO—!!"
"Lady Tsunade!"
"Fifth Hokage!"
"Princess Tsunade!"
The response was thunderous, like waves crashing against the sky itself.
Faces glowed with genuine joy and anticipation. Arms waved wildly. Eyes burned with hope.

Nor merely for her lineage as the First Hokage's granddaughter.
It was a cheer born of a hunger for change.
The darkness exposed by the Heavenly Screen had unsettled even ordinary villagers.

They were tired of conspiracies hidden beneath a façade of peace.
They wanted a leader strong enough to cut through the shadows—
Someone who could lead Konoha toward a future that was truly bright, truly worthy of pride.

Her forceful personality, peerless medical ninjutsu, and clear break from past darkness—
She was exactly what they needed.
Looking out over the countless hopeful faces, listening to the deafening cheers, Tsunade drew a deep breath.

The plaza quieted almost instantly.
"I swear here and now," Tsunade declared, her voice echoing between heaven and earth,
"That I will give everything to protect every citizen of Konoha—purge its rot, and lead it toward a new era of glory!"
"FIFTH HOKAGE!!"
"FIFTH HOKAGE!!"
"FIFTH HOKAGE!!"
The chants rose again, even more fervent.
In that moment, Konoha's authority was truly and completely placed into the hands of the Fifth Hokage—Tsunade.
Among the crowd, Naruto Uzumaki watched with eyes full of awe, his face flushed with excitement.
One day…
He would stand up there too.
He would become the strongest Hokage Konoha had ever known.
Back in the Hokage's office, the atmosphere turned cold and razor-tight the moment Tsunade returned.
Led by Shikaku Nara, the heads of Konoha's core clans had already assembled.
Before anyone could even sit down, Tsunade dropped a bomb—direct and merciless:
"By order of the Fifth Hokage—effective immediately, conduct a full investigation into the remnants of ROOT."
"All bases. All personnel. All historical operation records."
"What?!"
Even Shikaku's pupils shrank despite his famed composure. He exchanged stunned looks with Hiashi Hyūga, Chōza Akimichi, and the others.
So fast?
So direct?
She had just formally taken office—and was already striking at Konoha's deepest, most poisonous shadow?
This wasn't three fires of a new Hokage.
This was marching straight in with a torch to burn down the entire underground fortress.
Tsunade met their shock without the slightest wavering. Her voice was iron-cold, filled with unmistakable killing intent:
"During this process, anyone who resists investigation or obstructs enforcement—regardless of identity or background—will be treated as a traitor."
"They may be apprehended on the spot."
"And if they offer violent resistance—kill them immediately."
The clan heads felt a chill run through their hearts.
So this was the iron hand hidden beneath the surface of the legendary medical saint.
Then Tsunade delivered the final blow—the true objective that gave all actions an unquestionable justification:
"Simultaneously, issue a formal arrest warrant for Danzō Shimura."
Her gaze swept across the room as she stated the charge—one that no one could refute:
"The crime—the theft, research, and attempted control of the bloodline limits of Konoha's clans."
Stealing bloodline limits.
That accusation fell like an ultimatum, shattering any lingering hesitation the clan heads might have had.
Bloodline limits were the foundation of every great clan's survival—their legacy, their treasure, their absolute taboo.
Danzō had crossed everyone's bottom line.
This was no longer a struggle among the village's upper ranks—
It was a conflict that threatened the very survival of the clans themselves.
