There was more than just one rank separating him from Rin, who was now a full General. Thus, he disregarded his dignity to flatter her a few times and make himself known. He didn't expect Rin's reaction to be so polite, which made him feel somewhat flattered and apprehensive.
Tohsaka Rin, of course, wouldn't be polite to just anyone.
Although the fat man in front of her was still a minor official, he was a crucial figure Rin needed to achieve her goals on this trip to the Akame ga Kill World.
Because this Logistics Officer named Onest, at the beginning of the original work/canon, was called the Minister!
