Chapter 1 - The Oath

The morning Lahore changed its skin, the city did not announce it with drums.

It announced it with queues.

Men stood in lines that began at doors and ended at uncertainty. They clutched papers as though paper could stop a knife, as though a stamp could raise a wall between yesterday and the new world being born behind closed offices. The air itself seemed to smell of ink—wet ink, hurried ink—mixed with dust from roads that had forgotten the weight of peace.

I had stepped out of Heera Mandi long ago, at least in the way respectable people count such departures. Respectability is a ledger, and my name had never been written there without an asterisk. Still, the street did not forget me. It never forgets anyone. It merely changes the manner of its remembering: from open laughter to muttered judgement, from coins to whispers.

The car sent for me was not a luxury. It was a statement.

Black paint, government plates, a driver who kept his eyes forward with a soldier's discipline, and a young clerk in the back seat who held a folder as though it contained scripture. He kept glancing at me, then quickly at the window, then back at the folder—his face doing the work his tongue was too frightened to attempt.

"Madam Tehseen," he said finally, voice thin as a reed. "These are the documents. The schedule has changed twice since dawn."

"Schedules change," I replied. "What does not change is why."

He blinked, startled that I was not trembling. He did not know that fear and I were old companions. He only knew fear as a visitor.

We moved through streets that looked familiar and yet not. Flags had appeared like sudden flowers—some sewn properly, others cut from cloth in desperation, their edges fraying in the wind. A group of boys ran alongside the car for half a minute, laughing and shouting something about Pakistan, their bare feet slapping the road. One of them saluted the car with a theatrical flourish, the kind of salute boys give when they want to pretend they are men.

I wondered, watching them, what kind of men they would become. What kind of nation would grow into their bones.

At the Secretariat, the corridor was crowded with people who had not yet learned the etiquette of power. Dominion status meant the paperwork still bore the old language, the old format, the old arrogance. Some doors still carried British nameplates that had not been replaced. Yet the men walking past those plates now carried themselves as though the building had always belonged to them.

Or as though they were trying to convince themselves it did.

My escort guided me to an antechamber. Inside, the air was cooled by fans and warmed by human tension. Men in well-cut suits stood in clusters, speaking in low tones, their sentences half swallowed. A few glanced at me and did the quickest arithmetic their morals allowed: face, clothes, posture, and—behind all that—the question they truly meant to ask.

Who let her in?

A woman with a stern mouth and a soft scarf approached me. Fatima. The name had become a pillar in this new world, not because it was famous, but because it was steady.

"Tehseen," she said, and the way she said it contained neither pity nor performance. "You came."

"Did you think I would not?"

"I have learned," she replied, "never to underestimate the weight other people place on shame."

I smiled without showing teeth. "Then you have learned politics."

Her eyes flickered—approval, perhaps, or simply recognition. "They are waiting. There will be stares. Let them stare. A stare is cheaper than a decision."

And then the doors opened, and I walked into the room where a country was being assembled like a machine.

The Cabinet chamber was not grand. It was practical. Its grandeur was in what it implied. The table was long, polished, scarred in places by the habits of men who had leaned too often and pressed too hard. Seats had been assigned, though nothing in the air suggested anyone believed fate cared for seating.

I saw them before they saw me properly.

Evelyn—British by bearing, not by arrogance. A doctor's hands, even at rest, seem prepared for work. Her eyes were steady in a way that did not ask permission. Next to her, Kathrine—German economist, severe and elegant, as though her mind had been taught to cut problems into clean shapes. Both of them were, in their different ways, strangers and yet somehow central to this new experiment.

Sushila sat with her back straight, her face composed, her gaze a quiet dare to anyone who wished to question her presence. Another woman—Kathrine or Evelyn, I could not tell which the room would resent more—turned a page on a file and did not look up, as if refusing the theatre.

And at the head, Muhammad Ali Jinnah.

In photographs he appeared carved. In person he appeared… constructed. Not in a false way—constructed in the way a bridge is constructed, each beam placed with purpose, each bolt tightened against the weather. His face carried fatigue, but it did not carry surrender.

There were murmurs as I entered. Not loud. Not rude. But sharp enough to draw blood if you leaned into them.

I took the seat that had been marked for me.

A man on my left—one of the older ones, with a moustache and the faint perfume of inherited authority—did not bother to hide the distaste on his face. He leaned slightly toward the man on his other side, and I heard the word tawaif slide through the air like a blade.

It is a strange thing to be insulted by what you have already survived.

Jinnah lifted his gaze. He did not glare. He simply looked—directly, patiently, as though staring down an entire century of hypocrisy was a task he had scheduled between meetings.

"Before we begin," he said, voice level, "I will make something clear, because clarity is cheaper than confusion."

The room quieted.

"Pakistan," he continued, "will not be built by pedigree. It will not be built by the comfort of men who have never stood in a queue. It will not be built by those who believe virtue is a birthright."

He paused. I felt, more than saw, several men shift in their chairs.

"We have women in this cabinet," he said, "because the nation has women. We have professionals from outside," and here his gaze touched Evelyn, then Kathrine, "because this is not a club—it is a government. We will not survive on slogans. We will survive on capability."

His eyes returned to me.

"Tehseen has held crowds with her voice," he said. "She understands the public mood better than many who have written essays about it. Her past is not a defect. It is evidence that she has lived through the realities you prefer to discuss in drawing rooms. As Minister for Culture and Youth, she will help us hold our people together."

The older man beside me opened his mouth, perhaps to object, perhaps to pretend he was merely clearing his throat. Jinnah's gaze fixed him like a pin.

"If anyone here believes," Jinnah said softly, "that the nation's honour is stored in the private suffering of a woman, then I advise him to resign and preserve his own delicate conscience elsewhere."

No one resigned. Not then.

I sat very still. My hands were calm in my lap, as though they belonged to someone else. It was not gratitude I felt. Gratitude is a sentimental word, and sentiment, in politics, is often a lie.

What I felt was the weight of a door closing behind me.

Once a woman enters a room like this, the room will never forgive her for existing in it. It will demand she justify every breath.

The clerk read the oath. The words were formal, borrowed, dressed in legal clothing that still carried the scent of empire. Yet when I spoke them, I heard something else underneath: the sound of a thousand migrants dragging trunks across platforms, the sound of children crying for water, the sound of men promising safety and delivering chaos.

When it was my turn, I stood.

I could feel every eye on my throat, as though they expected song to spill out uninvited. They wanted me to perform—wanted the courtesan to prove herself by becoming entertainment even here.

Instead, I spoke the oath plainly.

No flourish. No tremor.

When I sat down, Evelyn's gaze met mine for a brief moment. In her expression I saw neither scandal nor romance, neither condescension nor worship. I saw assessment, the way a doctor assesses a wound without flinching.

Kathrine, too, glanced at me—not with softness, but with interest. As though she was calculating the cost of my appointment, the benefits, the political inflation it would cause, and whether the currency of public morale could survive the shock.

Jinnah opened the first file.

"Now," he said, "we speak of migrants."

A silence settled. It was the silence of a nation staring at its own bleeding hands.

"We have camps overflowing," he said. "We have trains arriving with more people than seats. We have rumours travelling faster than officials. We need order. We need coordination. We need—"

His voice did not rise, but the room tightened around the word.

"—humanity."

And in that moment, I understood my ministry was not songs and celebrations. It was triage for the soul.

I was not there to decorate the nation.

I was there to keep it from breaking.
