"General Ross, let me give you some good news. The amendment to the federal code we proposed has just been approved and is now officially in effect."

"And that also means our next phase of experimentation is about to enter a brand-new stage."

Killian looked at Ross with a delighted expression and spoke as Ross stared back at him in confusion.

"That fast?"

After hearing Killian's words, Ross could not help blurting out in surprise.

From the last time they had confirmed their support for Killian up to this meeting today, at most only a month had passed.

And during that time, Killian also had to coordinate relationships among various departments and major corporations.

Constitutional and legal amendments might not take long once they reached the final stage, but the preparation behind them was usually measured in years.

And yet Killian had somehow gotten it done in less than a month.

That was simply unbelievable.

When Ross had first reported the matter upward, people on their side had even assumed that in the end, the military might have to step forward and publicly back Killian to resolve certain obstacles.

They had already prepared for that possibility.

And instead, this was it?

Even the pharmaceutical companies that had previously been at odds with Pioneer Technology had not caused trouble over this amendment.

That was another part that surprised Ross.

They might not have had senators of their own, but guiding public opinion was supposed to be exactly the sort of thing large corporations were best at.

"Of course. With iron-blooded General Ross from the military and Senator Kennedy from the Senate backing me, how could they dare come out and provoke me again? Looking down on me is one thing, but after all, I have General Ross standing behind me."

After hearing Ross's words, Killian smiled as he answered.

Now, six of the ten biggest pharmaceutical companies were already on his side. In the medical field, combined with Baymax's support, he could be said to control fully two-thirds of the market. And under Killian's direction, those six companies had also been constantly expanding their business lines.

You could say that during the time they had cooperated with Pioneer Technology, those six pharmaceutical giants had gone into full overdrive.

At this point, the remaining four were struggling just to stay alive, let alone step forward and stir up trouble.

"Heh, Mr. Killian, if you ever went into sales, I'm sure you'd be the top salesman."

Ross gave a faint smile at Killian's flattery.

"And that means I can now take it that your company is ready to begin human testing?"

Then he changed the subject and followed up immediately.

After witnessing the Tyrants' battlefield performance, he had become extraordinarily eager to see what a Tyrant developed from a human body would look like.

"Of course. In fact, all the necessary preparations have long been completed. We were only waiting for the law to be finalized."

"General Ross, if you have the time, why not come with us and take a look at the experiment's progress?"

Seeing Ross's anticipation toward the Tyrants, Killian invited him on the spot.

That was because Killian had already planned to personally witness the human Tyrant experiment that very night.

Now he was simply bringing Ross along as well.

And conveniently, he could let Ross witness the true Tyrant together with him.

That was right.

The true Tyrant.

Over the past month, although Samuel had not begun development using human test subjects, the biological Tyrants had continued growing more and more powerful.

With the fusion of the T-Virus and Extremis, even the several-meter-thick reinforced isolation chambers made from concrete and steel that Killian had prepared were beginning to show signs of being insufficient.

At present, ten separate research teams were each responsible for developing different T-Virus compatibility lines in different organisms.

And nearly every one of those organisms, because the T-Virus already enhanced strength so dramatically and was then further amplified by the violent energy of Extremis, had become even more unstable and destructive.

Killian had already expanded Blackwatch within the base to a force of one thousand men, yet even that was still not enough to keep up with all the emergencies constantly breaking out.

It could only be said that bio-weapons were simply too uncontrollable and too dangerous.

Every time a biological Tyrant went berserk, the entire laboratory level had to undergo full-scale repair work afterward.

But under such a heavy cost, the returns had also been enormous.

The teams had already made major progress in developing the Tyrants along strength-type, intelligence-type, and speed-type lines.

In fact, those three directions had already become the main pillars of future Tyrant research.

"Of course."

After General Ross agreed, Killian led him downward through layer after layer of security until they arrived at Underground Level Twenty-Nine, the deepest level that was currently open for outside observation.

Along the way, with Killian guiding him, Ross truly got to see what the foundation of a top-tier technology company looked like.

From the advanced security verification systems, to the several-meter-thick solid steel isolation doors, to the subordinates whose bearing and physical conditioning rivaled special forces soldiers, every detail left Ross quietly astonished.

He had always known that Killian was developing an underground base beneath this place.

What he had never imagined was that the facility had already reached twenty-nine levels underground.

This was an underground research complex.

And judging by the height of each floor like the ones he was currently passing through, the place had to extend hundreds of meters downward.

Most current bomb shelters only went about sixty meters deep at most.

Yet Killian's undertaking had reached a scale this large.

Ross could not help but feel impressed.

But above even that admiration, he was even more curious about what the other twenty-plus levels were being used to research.

Because he simply did not believe that after spending so much effort to build an underground base this deep, Killian would not have put it into operation immediately.

"Boss. General."

"Welcome to the inspection."

After passing through several isolation doors and undergoing one final decontamination wash, Ross, under Killian's lead, finally entered an enormous experimental observation room.

Inside, Samuel, already prepared and dressed in a white lab coat, greeted the two of them with a smile.

"The honor is ours."

Killian responded with a smile and a nod, while General Ross beside him wore the same polite smile.

He had more than enough patience and courtesy when it came to scientists.

"Has the experiment already begun?"

At that moment, Killian looked toward the interior and saw a powerfully built, naked man nearly six foot three in height floating inside a cylindrical transparent culture chamber filled with nutrient fluid, with multiple tubes inserted into his body. He immediately asked the question.

This cylindrical chamber looked almost identical in outward design to the cloning tanks Killian used for growing clone bodies.

Both were cylindrical, and both were made from high-strength reinforced glass.

If there was one real difference, it was that this chamber was vastly larger than the clone tanks and much thicker as well.
