Chapter 11 - Chapter 11: The ‘Money-Burning' Raccoon City

[Subject: Chris Redfield.]

Narration:

The subject is still in development and has not yet reached peak condition.

Once peak condition is reached, he will master every category of weapon, unarmed combat, and close-quarters fighting.

When pushed to the brink, every physical attribute skyrockets—especially strength, far beyond normal humans—and luck rises dramatically as well.

Any human sharing the same crisis, however, will find their luck plummeting to rock-bottom.]

'Talk about a Chris-killer…'

After hearing the system report, Sanders kept a straight face, but inside he couldn't help sighing.

Team up with Chris in a pinch and your luck is basically siphoned away—of course you'll die; apparently it doesn't even spare women.

Jill, tough as nails, almost got Chris-killed herself.

'Hm… better send him out solo, save some needless casualties,' Sanders judged.

"Well then…" At that moment Irons, mid-speech, swung his right hand toward Sanders behind him and said,

"Mr. Sui, the floor is yours."

With that, Irons stepped back two paces to give Sanders the podium.

"Very well." Sanders walked to the lectern, gathered his thoughts, and addressed the officers in a low voice:

"Ladies and gentlemen, on behalf of the company I extend our deepest apologies to you and to the victims' families.

Our Umbrella slogan is 'Protecting Your Family,' yet one of our founders, James Marcus, became obsessed with viral weaponry, causing the tragedies in the Arklay Mountains.

Therefore, the company has sent me to assist you in handling this incident."

At that point Sanders picked up the remote and advanced the slide.

The screen now showed satellite images of the Mansion and the Executive Training Center.

He scanned the room and continued: "These two facilities were compromised by Marcus's madness; researchers and bio-samples inside died or mutated.

For this joint operation, we will supply enough vaccines to minimize—or avoid—casualties as much as possible.

Are there any questions?"

Everyone sat in brooding silence, brows locked.

The officers couldn't believe the 'zombies' defined in George Romero's films were real.

A scratch or bite meant infection; after death and 'resurrection' you became a shambling corpse—no mind, no memory, only the drive to devour every living thing in sight.

The Living Dead.

And the way to kill them was simple: destroy the central nervous system—in other words, blow their heads off.

It felt surreal.

Still, it cleared things up; at last the officers knew what those 'monsters' were.

"Mr. Sui." Moments later Chris stood and asked, "What about James Marcus, who kept his human intellect?"

"No worries—my assistant (red queen) will revoke his… its privileges; we only need to focus on the aberrant creatures." Sanders smiled.

Chris gave a slight nod and sat back down.

None of the officers batted an eye at Umbrella owning a private army.

After all, in America it's perfectly normal.

The Second Amendment: the right of the people to keep and bear arms shall not be infringed.

Ordinary civilians own weapons, which is why U.S. policing is such a high-risk job.

Civilians are limited to semi-autos; full-auto is banned for purchase.

To use full-auto you need ATF approval, and Umbrella certainly has 'legal' clearance.

So the officers weren't about to dig into whether Umbrella's troops were legit—especially since most of their paychecks came from Umbrella.

Next up.

Irons took over from Sanders and laid out the Arklay sweep-and-clear plan.

Raccoon City Police Department: 422 officers total.

Per Irons's orders, the operation would kick off at 12:30 sharp; 120 would stay behind to keep city order, the rest would deploy north to the Arklay Mountains.

Regular uniforms would seal the mountain perimeter—keeping civilians out and monsters in.

STARS Alpha and Bravo, plus thirty SWAT officers, would join Umbrella's strike teams in the deep-zone purge.

11:05.

A convoy of two black heavy-duty trucks and seven black SUVs pulled up in front of RPD HQ.

The trucks' flanks and every SUV plate bore the bold red-and-white Umbrella logo.

The trucks' refrigerated holds carried ample T-virus vaccines.

The SUVs carried Alpha squad and Nest tech staff.

Omicron stayed behind to guard the Nest.

HUNK's Alpha squad would pack 5.5-caliber and up, with armor-piercing incendiary rounds for any contingency.

They also wore black combat fatigues and the iconic 'red-eyed octopus' gas masks.

In Resident Evil 2 Alpha squad was wiped out mainly because they weren't ready for the g-virus and their primary weapons were puny 9 mm MP5s.

With full prep plus STARS and SWAT backup, they could mop up every B.O.W. in the Mansion and Training Center.

Techs in white coveralls would move in after the sweep to recover B.O.W. corpses and data.

11:45.

Everyone involved, Sanders included, took the T-virus vaccine.

11:48.

Over two hundred officers drove off first to set up the mountain cordon.

The SUV convoy with the techs followed; they'd enter the zone after clearance.

Sanders, Alpha, STARS and SWAT boarded police vehicles bound for the heliport on Raccoon City's western edge.

11:57.

They reached the airfield.

Six UH-1 204B Huey medium utility helos and six AS350 light multi-role birds waited on the tarmac.

You had to admit, Raccoon City PD—hell, all of Raccoon City—was loaded.

A typical 100k-resident city would be lucky to have two to four light helos; Raccoon owned twelve, mixing light and medium.

The constant chopper crashes in Resident Evil 0, 2 and 3 prove just how 'money-burning' RPD really is.

12:02.

All set.

The six UH-1s lifted off, formed up, and thundered north toward the mountains.
