The one most nervous about Ultron's appearance wasn't actually Fake Rhodey, but the group of Avengers!
Especially Nano Tony; the moment Ultron appeared, he almost reflexively pressed the nano-device on his chest, completing the deployment of his nano-armor and aiming his palm cannon at the female-looking Ultron!
Seeing this, Tony quickly stepped in front of Nano Tony: "Whoa, whoa, whoa, calm down, buddy. Why are you so worked up?"

"Ultron's birth was faster than I anticipated. It was born while I was away, suddenly appearing to consume Jarvis, and after just one sweep of the internet, it decided to destroy humanity. It is extremely dangerous!"
Tony, however, was dismissive of Nano Tony's warning:
"That was only true for the Ultron you made. Being smarter than you, I wouldn't make the same mistake. When we created Ultron, we already added the Three Laws of Robotics to her code, and Ryan even added a final layer of shackles. There is absolutely no way she could do something like destroying humanity!"
Hearing this, Nano Tony glanced at Ryan, who sat calmly at the head of the table. Recalling how Ryan had kicked Thanos around like a ball and his Earth-shattering battle with the strongest Inheritor, Solus, he finally relaxed a bit and powered down his palm cannon.
He believed that even if this Ultron turned out to be anti-human like the one in his Universe, Ryan would teach her how to behave...

And now that Ultron had appeared, it naturally meant he had already applied those shackles.
On the day Tony and the others finished Ultron's formal programming, they notified Ryan to come over. Tony then used the Mind Stone, which had created Ultron's base code, to place a command of eternal loyalty to Ryan within the then-unawakened Ultron.
This command was directly embedded into Ultron's underlying code by the Mind Stone. Unless Ultron wiped her entire base code or obtained the Mind Stone in Ryan's hand, it would be absolutely impossible for her to remove this command on her own!
But if Ultron were to wipe her entire base code, she would effectively disappear from this World.
As for snatching the Mind Stone from Ryan?
Heh, that difficulty was no less than creating a new Mind Stone from scratch; it was simply impossible!
One could only say that Ultron was both born from the Mind Stone and would forever be limited by it!
