Before the massive public notice board, a sea of people gathered.

"Effective immediately, Konoha establishes a Ministry of Civil Affairs to oversee all administration and finances of the Land of Fire!"

"From now on, this land will have only one voice—the voice of Konoha and its people!"

"We are the true masters of this country!"

After a moment of stunned silence, the plaza erupted in thunderous cheers.

"Long live Lord Tobirama!"

"This should've happened long ago!"

"We stand with Tobirama!"

"To hell with the Daimyo!"

For generations, ninja had been treated as tools, while civilians suffered under noble exploitation.

This twisted system had bred resentment for decades.

Now, those shackles were shattered.

Tobirama turned to the assembled elite forces behind him.

"Since the Daimyo dared summon me to kneel," he said coldly,

"then today, we'll visit his mansion and teach him proper manners."

"All units—advance!"

"Target: the capital!"

"How… how is this possible…" he muttered, clutching the intelligence report.

"He killed the envoy… abolished my authority… and now he's marching here!"

"This is rebellion! Outright rebellion!"

The ministers below him were pale.

"Lord Daimyo, we must act!"

"That man destroyed Sunagakure with a single strike—how can we stop him?"

"Summon the Twelve Guardian Ninja!"

"Those useless fools?" a samurai leader shouted bitterly.

"Eight fled the moment they heard Tobirama was coming! The rest are preparing suicide notes!"

"Trash! All of them!" the Daimyo roared, smashing his teacup.

At that moment, a calmer minister stepped forward.

"We must seek aid," he said.

"Uchiha Tobirama is challenging the order of the entire ninja world."

"Send urgent messages to the Daimyo of Wind, Lightning, Earth, and Water. If the Five Great Nations unite, Konoha can be suppressed."

Maruyama's eyes lit up.

"Yes! Allies—I still have allies!"

"Send word immediately! I'll cede territory, wealth—anything! Just save my life!"

Within two days, messenger hawks flew across the ninja world.

Land of Earth.

The Earth Daimyo read the plea—then froze as a voice spoke beside him.

"If you dare send troops," Kitsuchi said coldly, "I can't guarantee your head will stay on your shoulders."

"Iwagakure won't fight another war."

The letter slipped from the Daimyo's trembling hand.

"Help?" the Lightning Daimyo scoffed, shredding the message.

"The Raikage is still paraded in Konoha! Do you want Tobirama dropping meteors here next?"

Two days later. Outside the capital.

Daimyo Maruyama stared from the city wall.

No reinforcements.

No allies.

The world had abandoned him.

"It's over…" he whispered, collapsing.

Then—

A black line appeared on the horizon.

Rumble.

Thousands of Konoha ninja advanced in perfect formation.

Tobirama's voice carried effortlessly through the walls.

"Daimyo. I'm here."

"Come out on your own—or I'll flatten this city and drag you out."

The last of Maruyama's resolve shattered.

Before he could speak—

Tobirama raised his hand.

A massive chakra manifestation surged forth, forming a condensed Tailed Beast Ball.

"Since you won't open the gate," Tobirama said coldly,

"I'll do it myself."

Boom!

A blinding beam erased the steel gate—and half the wall—with overwhelming force.

The capital shook violently.

When the dust settled, a hundred-meter-wide path led straight to the Daimyo's Mansion.
