Start:

Morning finally arrived.

The cold night slowly faded away as sunlight covered the battlefield ruins.

Smoke still rose from the destroyed village in the distance.

After completing the remaining formalities—

Both Leon and Jill said goodbye to Wesker and Commander Robert.

The military forces remained behind in order to inspect the leftover ruins and ensure no infected remained alive.

Meanwhile—

Wesker prepared to leave for Raccoon City.

Before entering the military vehicle—

He calmly looked toward Leon and Jill.

"I hope we meet again under better circumstances."

Leon replied calmly,

"Don't die before that."

Wesker smirked slightly.

"I'll try."

Soon—

The military convoy slowly left the area.

As for Jill—

Since her apartment had already become inaccessible because of the outbreak—

She returned to Leon's villa once again.

By the time they arrived—

It was already around 9 a.m.

The moment Jill entered the villa—

Her exhaustion finally caught up to her.

She barely managed to eat breakfast before completely collapsing onto the bed asleep.

And this time—

She slept for the entire day.

Meanwhile—

Leon remained awake alongside Emma.

Both of them spent the following hours handling government reports, military confirmations, media pressure, and official cleanup procedures related to the incident.

Several hours later—

The news channels across America suddenly started broadcasting emergency reports again.

On the television—

A female reporter appeared on screen.

"Hello, New Yorkers."

"Today we finally bring good news to all the people of America."

"The cult responsible for the New York outbreak incident has officially been eliminated."

Then—

Videos captured from the battlefield started playing on screen.

Footage of the burning village.

The giant mutated monster.

The military surrounding the area.

And finally—

Leon's Meteor Volcano destroying the infected village completely.

Even the news reporter herself looked shaken while speaking.

"The main individuals involved in resolving this crisis were Commander Robert Cross of the military…"

"And two newly appointed elite members of the special anti-bioterrorism task force known as S.T.A.R.S."

Then pictures of Jill and Wesker appeared briefly on screen.

"These elite members infiltrated the infected village themselves, gathered evidence, fought the infected mutants, and escaped successfully."

"The final infected creatures were then eradicated by Mr. Leon himself."

The footage then showed the burning battlefield from afar.

Even the reporter swallowed nervously before continuing,

"Afterward, military forces confirmed the area had been completely cleansed."

"No infected survivors remain."

"New York is officially safe again."

"You may now safely return outside."

"Please stay alert and stay safe."

"Goodbye."

The broadcast finally ended.

Inside the villa—

Leon silently watched the television before letting out a faint sigh.

Then he looked toward Emma.

"How did they get this footage?"

Emma herself looked confused.

"I don't know, Master Leon."

"The entire area was surrounded by military forces."

"There shouldn't have been any civilians near the battlefield."

Leon narrowed his eyes slightly.

"…Investigate it."

Emma immediately nodded.

"Yes, Master Leon."

Then Leon asked again,

"Anything happen while I was gone?"

Emma shook her head.

"No, sir."

"Everything remained stable."

Hearing this—

Leon quietly muttered,

"Good."

"At least nothing else exploded."

Emma almost smiled hearing that rare dry remark from him.

Then—

Leon suddenly remembered something.

"What about the reporter who exposed the cult earlier?"

Emma's expression became more serious afterward.

"Her name is Alyssa Ashcroft."

"She's an independent reporter."

"From what we gathered…"

"She intentionally investigated the cult herself."

"She entered dangerous zones personally just to uncover the truth."

"She's extremely righteous."

"But also reckless."

"She doesn't seem to care much about her own safety."

Leon stayed silent for a few moments after hearing that.

Then he slowly looked outside the window.

The sunlight reflected faintly across his calm eyes.

"Righteous people are useful."

"But people who throw themselves into danger without thinking…"

"…usually die first."

He let out another quiet sigh.

"The world isn't generous enough to protect everyone."

Then—

Leon slowly stood up from the sofa and started walking toward the stairs leading to his room.

"I'm going to sleep for a while."

"If anything happens…"

"Wake me up."

Then he paused briefly before adding,

"And make contact with Alyssa Ashcroft."

Emma immediately nodded.

"Yes, Master Leon."

Without saying anything else—

Leon slowly walked upstairs toward his room.

Meanwhile—

Far away inside one of the guest rooms—

Jill remained asleep peacefully for the first time since the outbreak began.

A few days had passed.

New York had finally reopened again after the outbreak incident. The streets slowly returned to normal, though fear still lingered in the hearts of the people. Jill's apartment building, however, remained closed due to the damage caused during the outbreak and was currently under repair.

As for Leon, he had become busier than ever.

Between company meetings, government discussions, private investigations, and monitoring outbreak-related activities, he barely had time to rest.

Currently, Leon was sitting at the dining table along with Emma and Jill, quietly eating lunch.

The atmosphere was calm.

Until a worker suddenly walked inside and respectfully bowed.

"Master Leon, there is a woman outside saying she wishes to meet you. She said her name is Alyssa Ashcroft."

Hearing the name, Leon slowly raised his eyes from the table.

"Alyssa Ashcroft…" he muttered calmly. "The independent reporter who exposed the cult activities."

The worker nodded.

"Yes, sir."

Leon wiped his hands with a napkin before replying coldly,

"Let her in."

"Understood, sir."

Soon, a few moments later, Alyssa entered the villa.

She wore her usual red coat while carrying a camera bag on her shoulder. Her expression looked serious, unlike before.

As soon as she saw Leon, she walked forward.

"Hello, Mr. Leon. My name is Alyssa Ashcroft. You can call me Alyssa."

Leon gave a small nod.

Alyssa then glanced toward Emma and Jill before speaking carefully,

"I have something important to discuss with you. Can we speak privately?"

Leon calmly leaned back on the chair.

"You don't need to worry about that," he replied. "They're both trusted."

Emma stayed silent while Jill quietly observed Alyssa.

Alyssa hesitated for a second before nodding.

Then her expression turned serious.

"Mr. Leon… while investigating the cult activities and tracing the outbreak origins, I found something."

Leon's eyes narrowed slightly.

"Go on."

Alyssa immediately took out several photos and documents from her bag and placed them on the table.

"These are the files I gathered from the previous outbreak locations and cult-related sites."

Leon picked up one of the photos.

The moment he saw the symbol on it, his expression became colder.

"Raccoon City…" he muttered quietly.

Alyssa nodded immediately.

"Yes, sir. The cults appear to have originated from Raccoon City. I was also able to find information regarding several strange organizations and disappearances connected to the city."

Jill's face immediately became serious hearing this.

Emma also paused for a moment.

Leon silently continued reading the documents.

The room became quiet.

After a few seconds, Leon finally asked,

"How did you get these?"

Alyssa took a deep breath before replying,

"I found them near the original cult site where I first exposed the incident publicly. Looks like someone tried to hide them but failed."

Leon slowly placed the file back on the table.

"Good work."

Alyssa froze slightly hearing the praise.

Leon rarely complimented anyone.

Leon then looked toward Emma.

"Emma."

Emma immediately straightened herself.

"Yes, Master Leon."

"Contact the President."

Emma nodded and immediately took out her phone.

Leon continued calmly,

"Gather every current and newly selected S.T.A.R.S. member."

Jill's eyes sharpened slightly hearing that.

Leon slowly stood up from his chair.

"We're officially launching an investigation in Raccoon City."

The atmosphere inside the room instantly became tense.

Alyssa looked at Leon seriously.

"So you believe the city is truly involved?"

Leon looked toward the large window beside him.

Outside, New York looked peaceful again.

But his eyes remained cold.

"Cities don't create monsters," Leon said quietly.

"People do."

A chill ran through the room.

Leon then turned toward Alyssa again.

"You did the right thing bringing this to me instead of the media."

Alyssa nodded.

"I didn't trust anyone else with it."

Leon gave a small nod.

"You made the correct choice."

Then he looked toward Emma again.

"Release the information publicly after verification. Don't hide the truth from the people."

Emma nodded.

"Understood."

Leon then calmly started walking toward the stairs.

His coat slightly fluttered behind him.

Before leaving, he stopped for a moment and spoke without turning back.

"Prepare the helicopters before sunset."

Then after a brief pause, his voice became colder.

"If Raccoon City truly became the source of this nightmares than we should release the S.T.A.R.S members there."

Jill and Emma quickly finished their meal and stood up.

Without wasting any time, all three of them started walking toward the helicopter platform at the top of the villa.

Alyssa hesitated for a moment seeing this.

Emma noticed her expression and calmly said,

"Alyssa, you should come with us too. You played an important role in all of this. Besides, you were already planning to go there yourself."

Alyssa stayed silent for a second before nodding.

"…Alright."

Soon, all four of them entered the helicopter.

The rotors slowly started spinning.

Within moments, the helicopter took off into the sky and headed toward the main BSAA branch.

Inside the helicopter, the atmosphere remained quiet.

Jill was checking her weapons.

Emma was reviewing files and reports.

Alyssa quietly looked outside the window at the city below them.

As for Leon—

He simply sat silently near the door of the helicopter while resting his elbow against the seat.

Cold wind blew against his black coat.

His sharp eyes quietly stared toward the horizon.

Too calm.

Jill noticed this and asked,

"You already think something bad is waiting for us there?"

Leon replied without looking at her,

"Raccoon City was never normal."

That single sentence was enough to silence everyone.

Soon after several minutes, the helicopter finally reached the main BSAA branch.

The helicopter slowly landed on the rooftop platform of the massive building.

Without wasting time, Leon exited first.

Jill, Emma, and Alyssa followed behind him.

The moment Leon stepped onto the platform, several guards immediately straightened themselves.

Members of the Hound Wolf Squad were also present there.

These units were personally selected by the government alongside Leon himself for handling biochemical threats and outbreak-related missions.

Leon calmly glanced at the soldiers while walking forward.

His eyes quietly scanned every single one of them.

Cold.

Sharp.

Calculating.

Deep inside, Leon already knew something.

Not everyone here was trustworthy.

Some were likely spies planted by outside organizations.

But currently—

He had no time to deal with that.

Right now, his priority was Raccoon City.

As the group walked through the building halls, the guards and staff members moved aside respectfully.

Some looked at Leon with admiration.

Some with fear.

Others simply avoided eye contact.

Leon ignored all of them and continued walking calmly.

Soon, after several minutes, the four of them finally arrived outside a large meeting room.

Emma stepped forward and opened the door.

Inside the room—

Wesker was already present along with several newly selected S.T.A.R.S. members.

The moment Leon entered, the entire room turned silent.

Even the atmosphere became heavier.

Wesker slowly looked toward Leon and smirked faintly.

"You finally arrived."

Leon calmly walked inside.

"You sound disappointed."

A few members became nervous hearing Leon's cold reply, but Wesker simply adjusted his glasses.

"I was beginning to think you changed your mind."

Leon pulled out a chair and sat down calmly.

"I don't waste time changing decisions."

Jill quietly sat beside him while Emma handed the investigation files to the members.

Alyssa stayed near the wall silently observing everyone.

Leon slowly looked around the room.

New faces.

New soldiers.

Future S.T.A.R.S. members.

Some nervous.

Some confident.

Some hiding things.

Leon's sharp eyes quietly narrowed.

Then he calmly spoke,

"From this moment onward, S.T.A.R.S. officially begins its first large-scale operation."

The room instantly turned serious.

Leon placed the Raccoon City files onto the table.

"Our target…"

His cold blue eyes slowly scanned the room.

"…is to investigate the cult in Raccoon City."

Hearing the words "Raccoon City," one of the members immediately frowned.

"You're saying the cult that attacked New York is connected to Raccoon City?" he asked seriously.

Leon calmly nodded.

"Yeah."

The room instantly became heavier.

Leon leaned slightly back on the chair before continuing,

"But first… introductions."

His cold eyes then shifted toward Alyssa.

"This is Alyssa Ashcroft."

Alyssa blinked in surprise.

Leon continued calmly,

"She'll be working with S.T.A.R.S. from now onward."

Alyssa immediately looked shocked.

"Me… a member of S.T.A.R.S.?"

Leon nodded once.

"Don't underestimate yourself."

Then he calmly added,

"Your combat ability may be lacking, but your investigative skills are beyond what most people can achieve."

The room became quiet hearing that.

Leon rarely praised anyone openly.

Leon continued,

"She's the one who exposed the cult activities publicly."

"She's also the person who brought us the newest information connected to Raccoon City."

Alyssa stayed silent hearing that.

Even she did not expect Leon to value her this much.

Leon then slowly looked toward the rest of the members.

"Our mission this time won't be direct warfare."

"We'll investigate Raccoon City from the shadows."

"Our main target is the cult behind these outbreaks."

He placed several files onto the table.

"Currently, multiple disappearances have started occurring inside Raccoon City."

"Officially, they're labeled as kidnappings connected to cult activities."

The moment those words were spoken—

Wesker's eyes narrowed slightly behind his glasses.

Unlike the others, he knew the truth.

Those people were not being kidnapped by cults.

They were being taken by Umbrella for experiments.

But he stayed silent.

Leon also knew far more than he revealed.

Leon's eyes slightly narrowed.

He quietly ignored the system notification.

Right now—

He lacked proof.

And without proof, exposing Umbrella too early would only create chaos.

Leon then looked toward the members again.

"Let's continue the introductions."

His eyes stopped at a muscular man sitting near the corner of the room.

The man had a strong build, short brown hair, and the posture of a trained soldier.

Leon calmly said,

"You first."

The man immediately stood up.

He looked around the room before speaking confidently,

"Hello everyone. My name is Chris Redfield."

"You can call me Chris."

He crossed his arms calmly.

"I specialize in hand-to-hand combat and firearms."

"I also previously served in the Air Force."

A faint confident smile appeared on his face.

"I hope we work well together."

After saying that, Chris sat back down.

Jill quietly observed him for a moment before nodding slightly.

Strong.

Disciplined.

Reliable.

Leon also quietly looked at Chris.

His instincts told him something immediately.

This man—

Would become one of the pillars of S.T.A.R.S. in the future.

Leon then calmly spoke again,

"Next."

Then another man slowly stood up.

He wore a red jacket and looked older than most of the members, likely in his late thirties. His face carried the calm confidence of someone experienced in dangerous missions.

The man looked around the room before speaking,

"Hello everyone. I'm a former SWAT member."

"I specialize in firearms, weapon maintenance, and tactical supply operations."

A faint smirk appeared on his face.

"You can say I'm the weapons specialist of the team."

After introducing himself, he quietly sat back down.

Leon gave a small nod.

"Next."

Soon another man stood up.

Unlike the others, this one looked thinner and less physically imposing. However, his eyes looked intelligent and observant.

"Hello everyone," he said calmly. "My name is Joseph Frost."

"I specialize in mechanical maintenance and chemical defense systems."

"I hope we work together well."

After saying that, Joseph also sat down quietly.

Leon observed him for a second before nodding.

Currently, only a few people had been officially recruited into S.T.A.R.S.

Leon personally suggested limiting the numbers.

Quality over quantity.

As for the Hound Wolf Squad—

They were still not officially active yet.

Currently, only S.T.A.R.S. had been publicly launched by the government.

Leon slowly stood up from his chair and looked toward everyone present.

The room instantly became quiet again.

"Listen carefully," Leon said calmly.

"From today onward, S.T.A.R.S. officially begins operating as a specialized unit focused on outbreak investigations, cult activities, and biochemical threats."

He slowly walked toward the large screen at the front of the room.

Images of Raccoon City appeared behind him.

"Our first official operation zone…"

"…is Raccoon City."

Several members became serious hearing this.

Leon continued calmly,

"You may purchase apartments or temporary residences there if needed. This investigation won't end quickly."

His cold blue eyes quietly scanned the room.

"According to our information, there isn't just one cult operating there."

"There are multiple groups."

"At minimum… ten or more."

The atmosphere instantly became heavy.

Even Chris frowned slightly hearing that.

Leon crossed his arms calmly.

"This operation may take months."

"Possibly even years."

"But no matter how long it takes…"

"…we erase every single one of them."

The room fell silent.

Then Leon calmly added,

"Also remember this."

"Missions can be repeated."

"But lives cannot."

His voice remained calm—

Yet every word carried weight.

The members quietly nodded.

Leon then turned around and started walking toward the exit.

"Let's move."

Everyone immediately stood up and followed him outside.

Soon, the group arrived at the rooftop helipad where multiple helicopters were already waiting.

Cold wind blew across the rooftop while the helicopter rotors slowly started spinning.

Leon looked toward the group.

"Board the helicopters."

"They'll take you directly to Raccoon City."

The members nodded and started entering the helicopters one by one.

Just before Jill entered—

Leon suddenly called her.

"Jill."

Jill turned toward him.

"What?"

Leon calmly walked closer before speaking in a lower voice only she could hear.

"Watch everyone carefully."

Jill blinked slightly.

Leon's eyes remained cold.

"Even though they were selected carefully… I still don't trust everyone here."

A chill quietly ran through Jill hearing that.

Leon continued,

"There's a possibility some of them are spies."

"I want you to observe every single member closely."

"Even Wesker."

Jill's eyes widened slightly.

"You don't trust Wesker either?"

Leon stayed silent for a moment.

Then he calmly replied,

"Trust gets people killed."

Cold wind blew across the rooftop.

Leon's coat slightly fluttered behind him.

Then he looked directly into Jill's eyes.

"But you…"

"…I trust."

Jill froze for a moment hearing that.

She genuinely did not expect Leon to place that much trust in her.

Especially when he remained wary of almost everyone else.

Deep inside, Jill could not understand why.

Even Leon himself almost found it amusing.

After all—

The biggest reason he trusted Jill this much…

Was because he already knew the kind of person she would become in the future.

A person who would never betray her ideals.

A person who would keep fighting no matter how dark the world became after all she's a protagonist of the resident evil.

Leon then calmly turned away.

"Don't disappoint me."

After saying that, he started walking away toward the edge of the rooftop while the helicopters slowly prepared for takeoff.
