Torifu left after stationing a clone and an original puppet there. People would still be sent to complete the remaining renovations, but the second floor required none. The clone was responsible for production, and the puppet was responsible for transport—a perfect arrangement.
With the aquatics matter handled, the rest could be delegated to Anka. The factory aspect was basically a matter of time. Torifu had already finished all his instructions, and he was quite confident in Kon's work ethic.

That was the matter of Minato's Jutsu. Logically speaking, Minato was already fifteen years old, and in the Original World, he had already developed the Rasengan on his own. But the current Minato hadn't developed a single hair of the Rasengan.
This couldn't be blamed on Minato, though, since all the Tailed Beasts had been sealed away by Torifu. The Tailed Beast Ball was practically a legendary technique in the Ninja World. The few Jinchuriki in Konoha almost never used the Tailed Beast Ball, only borrowing the Tailed Beasts' chakra and practicing their elemental Jutsu. For example, Danzo learned Magnet Release, Hiruzen learned Lava Release, and Kagami learned Rat Fire Ball. These were all techniques the Tailed Beasts took pride in, but they weren't very proficient with the Tailed Beast Ball. Even if they managed to release it, it wouldn't meet the Tailed Beast's standards.
Therefore, since Minato had never even seen a Tailed Beast Ball, how could he draw inspiration from it to develop the Rasengan?
Another important point was that the fifteen-year-old Minato in the Original World had already started dating Kushina and intended to develop the Jutsu to better protect her. Minato scratched his head sheepishly. "I apologize, Big Brother, for letting you down, but I will definitely be able to learn this Jutsu!"
Looking at Minato's confident expression, Torifu nodded in satisfaction. "Very good. It's important to have confidence."
