Why? Why couldn't his own daughter understand?

He had assumed that even though Kasha from the other world might be somewhat angry, she would eventually agree and understand for the sake of the greater good of humanity.

"Please, Grandfather, this is outrageous. We can help you, help you solve the Imperium's issues, and even help you find and recover some of the Primarchs. But for this specific matter, have you considered my father and mother's feelings?" At this moment, Kratos was clearly displeased.

Having lived with his grandfather for so many years, he had never imagined that this alternate grandfather would be this kind of person.

"You may not understand, but in this era, the Primarchs are already obsolete. Humanity needs more powerful guardians. Kratos, you should know how strong you are! Ordinary Primarchs are no match for you; even several attacking together couldn't defeat you. You are an upgraded version of a Primarch, and you are a naturally born human. 

"You can help humanity and the Imperium now, but what about the future? Don't you know how many enemies humanity faces in this dark galaxy? Your father should have the most say regarding the Great Devourer of the Tyranids, whose strength is even greater than mine! 

"If it leads the main fleet to the Milky Way, humanity has no hope of victory, and their arrival is not far off. Theoretically, I need at least twenty children like you. You would all be of my bloodline, the Primarchs of a new age," the Emperor said.

This would be an evolution equivalent to new-era Primarchs. These Primarchs would be more perfect than the first generation. They would lead the Imperium of Man in a new Great Crusade, fulfil his grand ambition, and truly save the human race.

This was an incomparably great cause and should not be obstructed by mere family ties or ethical concerns. Besides, Axis and his daughter Kasha were already husband and wife. 

It wasn't as if he was asking them to do something heinous against nature, so why wouldn't they agree? The Emperor simply could not understand this point.

"Cut the crap, Old Man. You're really asking for a beating, aren't you? Even I'm starting to want to hit you now," Axis said.

Damn it, what was that brain of the Old Man made of? To say such outrageous things. And twenty of them! Screw you! Did he take him for a breeding stud?

That was too damn ruthless!

"Axis! Kasha, can neither of you understand me?" The Emperor looked at Axis and Kasha with great helplessness.

"Father, I know you have suppressed your emotions. After sitting on the Golden Throne for ten thousand years, you have completely lost your human sentiments. Axis and I are living humans; we represent the most basic human emotions. So, never mention this matter again," Kasha said.

The version of herself from another world was just a homologue; the two were more like twin sisters. But to share a husband? She would absolutely not agree.

"I was talking about in vitro fertilisation. You two don't need to have any contact; I just need Axis to contribute a portion."

"Enough!!"

Axis's voice was filled with rage. 

Terrifying divine power vibrated over the skies of Holy Terra; even the Emperor on the Golden Throne felt a suffocating sensation of dread. The Emperor's true body actually felt threatened; Axis's divine power was effectively attacking him.

The Emperor immediately realized Axis was not joking. If he insisted any further, Axis would act against him.

At this time, Roboute Guilliman, who was processing massive amounts of documents, shook his head and sighed helplessly. 

Father was still too impatient. Things like this had to be done slowly. He should have sent the sister over first, said nothing, and let them develop on their own. Things might have happened naturally; why force Axis so hard?

Given Axis's personality, the more one forced him, the fiercer his resistance would be. Hardline tactics were absolutely the wrong approach with him!

However, Guilliman did not say these words to the Emperor. Although Kratos was powerful, was creating twenty beings as strong as Kratos truly a good thing for the Imperium?

Because these people could reproduce!

Unlike the sterile Primarchs, they would be male and female and could procreate on their own. This entirely new race would surpass the human collective. They would be more perfect and powerful than the Astartes, even more so than the Custodes. While they would still be human in a sense, they would be New Humans.

There were pros and cons to this that Guilliman could not evaluate right now, but obviously, the Emperor had considered this and deemed it the correct choice for human evolution. After all, a group of more perfect humans fit the Emperor's desires better.

Previously, Father had proposed to Axis to use the Fruit of the Tree of Might to evolve all of humanity, which Axis rejected. 

Now Father proposed letting Axis and the sister from this world breed offspring; presumably, he would be rejected again.

"I understand. Axis, and my daughter from the other world, I apologize to you. This time, I indeed put you in an awkward position. I am sorry; my divinity took control. I have even completely lost the thing called emotion. In my eyes, my daughter is simply insignificant compared to the entire human race." The Emperor's psychic consciousness remained silent for a moment before apologising to Axis and Kasha.

"Ten thousand years have indeed made you incomparably powerful sitting on the Golden Throne, but the will of a god has infused your entirety. 

"You are thinking from the perspective of a god, from the perspective of the entire human species, but you failed to consider other aspects. Try to correct this, Neoth. When your humanity gains the upper hand once again, you will find your strength will improve even further," Axis said.

In the Dragon Ball world, no matter how powerful a deity was, they possessed a complete personality and did not think with absolute divinity. 

If one thought with absolute divinity, they would lose all feelings and emotions. Could such a being still be considered a complete life form?

Axis felt it was better not to be such a god. 

He preferred his current state, maintaining a perfect balance between divinity and humanity, or perhaps even having his humanity outweigh his divinity.

"It seems you have finished talking. So, Father, how do you intend to deal with me? Your plan has failed. Will you lock me back in the dungeon?" 40k Kasha asked.

"You will not be locked back into the dungeon by me, but you must repent for your mistakes," the Emperor said.

In front of Axis and his daughter from the other world, he naturally could not imprison Kasha again, but admitting fault was necessary.

"Hehe! Very well, Father. I admit my mistake to you, sincerely. I truly should not have ruined your plans back then, should not have listened to Mother's persuasion to destroy your laboratory and scatter the twenty Primarchs across the universe." 40k Kasha stood up, knelt on one knee toward the Golden Throne, and spoke.

"It is good that you acknowledge your error. You have been imprisoned for ten thousand years and have atoned for your sins. From now on, you are free," the Emperor stated. Perhaps he should try other methods; some things could not be accomplished by force. It might take some time, but it wasn't hopeless.

"I was wrong in that matter, Father. So, what is my identity? An irrelevant person? A prisoner released by the Custodes? Or, like myself from the other world, will I become the Imperial Princess?" 40k Kasha asked.

"You can be a free agent. I can even give you the position of an Imperial Inquisitor. But the title of Imperial Princess does not suit you. Your counterpart from the other world completed a special mission for me to earn that title, whereas you have not," the Emperor said.

Axis had also told him about the other universe; Kasha was officially recognized as the Imperial Princess because she had brought Axis to the Emperor's side.

"An Imperial Inquisitor seems not bad either," 40k Kasha said.

"Then let it be so. Kasha, my daughter, starting today, you are free. Axis, what are your plans for the immediate future?" the Emperor asked.

"There should still be fighting in the Baal System; Sanguinius might not be able to handle it alone. I plan to go over and help, and then I will head to the Octarius Sector to wipe out the Tyranids entrenched there," Axis said.

The Orks and Tyranids were engaged in a fierce war in the Octarius Sector, a war that would end in a total Tyranid victory. They would launch the Fourth Tyrannic War during the Indomitus Crusade, and this war would push humanity's defense lines to the very edge of Terra itself.

Axis intended to go and clean up the Tyranids there, nipping at least half of the forces of the Fourth Tyrannic War in the bud.

"I understand. Then, regarding the other Primarchs, please put some effort into it. That Necron has Rogal Dorn among his collection!" the Emperor said.

Since the plan to create new-age Primarchs had failed, he could only settle for the next best thing. Axis helping him retrieve the other Primarchs was something they had agreed upon earlier.

"Sure. But I don't know where this Necron is hiding. Trazyn the Infinite's methods of concealing himself are very impressive, and regarding the pocket dimensions he creates, I cannot enter them unless I am in that specific star system," Axis said.

If it were a matter of divine domains, Axis had ways to solve it, but Necron technology was entirely physical. Unless he was in close proximity to a pocket dimension, Axis could not search for it on a galactic scale.

"The Imperium will provide you with effective intelligence on this matter; you only need to wait patiently for a while," the Emperor said.

"Next, Guilliman will manage Imperial administration on Holy Terra. I hope Kratos can lead the Imperial armies to launch a crusade, a crusade to recover the lost worlds of the Imperium," the Emperor continued.

"??? Grandfather, you mean you want me to lead the human armies?" Kratos looked surprised.

"Correct. Guilliman's talents are more suited to staying in the rear, strategizing for the Imperium and guiding its general direction. While he is suitable to launch a crusade and serve as a commander, he is not the best candidate. I think you would be quite good. You once participated in the Great Crusade. Although it was in another world, I believe you can do it well," the Emperor said.

While the opportunity existed, he wanted to make good use of this eldest grandson from another world.

"Go on, Kratos. Just consider it training. Dad supports you spiritually," Axis said, giving his son a thumbs up.

As a descendant of Saiyans, he had to do his old job. Besides, Kratos had participated in a century-long Great Crusade; his combat experience was not inferior to those Primarchs.

"Father! Since that is the case, I agree. I will lead the Imperial army to launch a crusade," Kratos nodded and said.

The Emperor nodded with satisfaction, discussed some details with Axis, and then departed directly.

A few days later, Axis took his wife Kasha directly to the Baal System. The 40k Kasha would serve as an Imperial Inquisitor and head out to investigate matters regarding the Necron Overlord and collector, Trazyn the Infinite.

While the intelligence of the Emperor's return had not yet spread throughout the entire Imperial Sanctus, another explosive piece of news appeared. 

The returned Master of Mankind, the Emperor, announced that due to the needs of the current war, the Astartes would now return to the Legion system.

The existing Chapters were all negated; now, all Astartes would be organised into Legions.

The strength of a Legion was set at over 100,000 men. All First Founding Chapters could now issue a conscription order to their successors, requiring all successor Chapters to return to their parent Chapter to re-form the Legion.

Based on the Legion structure, the positions of Legion Master and Vice Legion Master were established. 

A Vice Legion Master would command an Astartes force of ten thousand scale and command ten Chapter Masters, while a Chapter Master would command a thousand-man Chapter. The subordinate Captains remained unchanged.

As for those Chapters who could not confirm who their parent Chapter was or could not determine their Father, they could join the Deathwatch. The Deathwatch would also become a Legion.

This Legion would be very special; it would also accept personnel coming for exchange from other Legions. At the same time, it would shoulder the responsibilities of an Astartes Legion. Furthermore, this Legion would not have its own Legion Master; this force would be directly under the Emperor's deployment.

This decision immediately caused an uproar within the Imperium, but since it was the Emperor's command, all Chapters could only obey.
