Chapter 141 - A better way than exploiting loopholes is...

I can't understand it at all!

As soon as Isabel took the parchment from Albert, he glanced at its contents and realized he couldn't understand it at all.

Even though Izabel had already been exposed to ancient runes and was far ahead of her classmates, this genius witch helplessly discovered that without a rune dictionary, she couldn't even decipher the contents of the parchment, let alone understand them.

Can this guy in front of me really understand it?

Izebel expressed skepticism about this.

After all, Albert's age is a factor, so even if it's exaggerated, there has to be a limit!

However, Albert's appearance did not seem to be an act at all. Even Professor Brod agreed with him, saying that Albert's previous words showed that he was highly skilled in ancient runes, far beyond her imagination.

Right now, that guy is actually holding a quill pen and starting to modify Uncle Mog's parchment, adding his own opinions and insights on certain aspects. Occasionally, he even discusses a certain issue with Professor Brod. The words he speaks are in ancient magical script. There's no need for any "Magic Phonetic Table" or "Magic Script Dictionary".

"What's wrong with this guy?" Isabel was really confused. She couldn't understand how Albert had mastered the ancient runes in such a short time. It was too strange.

The silent, genius girl was caught in a deep self-doubt when flames suddenly rose from the fireplace in her office, drawing the attention of several people.

"I'm sorry I'm late. I didn't expect something to happen in Wisengam." Mog McDoug emerged from the fire, brushed the ashes off his robes, and said to Professor Broad, "Bard, you're absent. Didn't you receive the notification?"

"I received it suddenly this morning. But it came so suddenly that I pretended I didn't receive it. Anyway, it's not a big deal," Professor Brod said with a smirk. "They didn't notify me in advance, and I didn't have time to attend."

"That's a good excuse." McDougall nodded, seemingly considering whether he could use it in the future.

"And what was the final result?" Professor Brod asked.

"What else could happen? A hefty fine, and then back to jail," McDougall said dismissively. "They broke her wand again, and another ten years in prison."

"Ten years? I thought it would be life imprisonment. This isn't the first time Carlotta Pinkston has used magic in public in front of Muggles," Professor Broad reminded her. "I remember last time, her wand was broken."

"Carlotta Pinkston got another wand. Now, the Ministry of Magic has announced that Carlotta is stripped of her wand-wielding privileges," McDougall explained. "Everyone has agreed that if Carlotta continues to violate the Secrets Act, she will be given a permanent bed in Azkaban."

Upon hearing this, Albert couldn't help but purse his lips and asked, "Does the Ministry of Magic often break other people's wands? I mean, when they violate the Statute of Secrecy."

Professor Brod and McDoug exchanged a glance and fell into a brief silence. Finally, Mog answered Albert's question: "Normally, no, at most they'll be fined a little money."

"What about the 'Law on Reasonable Restraint of Underage Wizards'?" Albert asked again.

"Section 3 of the 'Law on the Reasonable Restraint of Underage Wizards' states that intentionally and knowingly using magic in the presence of Muggles in Muggle-populated areas is a crime," McDougall shrugged at Albert. "In fact, 'intentionally and knowingly' here means having already received a written warning. If it's not too serious, the offender usually only needs an interview with the director of the Office for the Prohibition of Magical Misuse. Usually, it's not too serious, at most a fine. Of course, if you have a prior record, and a long history of misconduct, you might be in trouble."

"What about Muggle wizards?" Albert asked again. "If I violate the Law on Reasonable Restraint of Underage Wizards twice in a row, is it possible for me to be expelled from school?"

"Why do you ask that?" McDougal asked, raising a slight eyebrow.

"It's just precaution. If I ever break the law, I'll have a loophole to exploit. After all, my family are lawyers. Oh, you might not know what a lawyer is, but they're the people who defend others in court," Albert said casually, explaining why he wanted to understand these things.

"You don't seem to have a good impression of the Ministry of Magic?" Isabel was speechless. She realized that the person in front of her was no pushover either, and was actually planning to exploit loopholes in the Ministry of Magic's laws.

"Before the start of the semester, I had some unpleasant experiences." Albert didn't mention the Truman incident.

"Is it related to this?"

"Yes."

"They might be fired," Professor Broad answered Albert's question. "In a sense, the decision is made by the director of the Office for the Prohibition of Magical Misuse, and if they do, there will be a process to ensure…"

"If you ever run into any trouble, I'll help you sort it out, provided you finish this book for me." McDougal raised his hand to interrupt Professor Broad, and said with a smile, "The situation at the Ministry of Magic is indeed as you think, but the 'Reasonable Restraint for Underage Wizards' is actually more aimed at wizards living in Muggle residential areas. As you know, young children often cannot control themselves well, especially after they have magic, they can't help but want to try it out, which is why the 'Reasonable Restraint for Underage Wizards' is needed."

"When you grow up and enter the wizarding world, you'll find that wizards actually rarely interact with Muggles, not even the Weasleys who like Muggles," McDougal said after thinking for a moment.

"So, it's still a matter of connections and power?" Albert said meaningfully.

"Yes, if you encounter some minor issues, with enough connections and power, nothing will happen. At most, you'll just be fined a little money." Mog spoke about this matter without any hesitation in front of Albert.

"Uncle Mog!" Izebel frowned and called out a reminder.

"That's true. Having power in the wizarding world is quite important." Mog blinked and said, "Of course, if you know the Minister for Magic and have a good relationship with him, he'll turn a blind eye as long as it's not a serious violation!"

"Do you want to..."

"Actually, I'm very interested in Apparition," Albert said without hesitation. "If I could learn it, I wouldn't have to worry about where to go."

"I suggest you write to the Knight Bus and ask it to pick you up on its way," McDougall said with a laugh. "The way to get on the Knight Bus is to hold your wand out in the air."

"No, no, Mogg, I think Albert just wants to… take the easy way out." Professor Brod saw through Albert's intention at a glance and reminded him, "Apparition is still too difficult for you right now."

"Alright, I think we should get back on track!" McDougal waved his wand, and a stack of parchment appeared out of thin air and landed on the table in front of them.

"This is the second draft."
